HUMAN RESOURCES CLERK (job related experience preferred)

Job Summary

Under the general supervision of the Human Resources Director, the employee performs the administrative functions of personnel. The employee also assists the HR Director with centralized human resource functions. The employee assists in the general effective operation of the department by assisting with the maintenance and implementation of personnel activities. This job is considered security-sensitive and is subject to a pre-employment background check.

ESSENTIAL FUNCTION: Personnel. Performs HR functions for candidates, existing employees, and former employees to include developing and posting job vacancies, providing employee assistance, performing on-boarding processes for new hires and updates for existing employees. Consults with the Human Resources Director to provide services to City employees. Assists job candidates with completion of job application, reviews for completion. Makes copies of all completed applicant forms and submits to hiring committee; files and secures originals. Assembles new hire packets (i.e., all essential paperwork and forms for new hires to complete); submits new hires packets to HR Director. Gathers and reviews personnel paperwork from new hires for entry into the computer system. Processes new hires to include entering all pertinent information such as health insurance enrollment, retirement benefits enrollment, life insurance enrollment, etc. into the system. Responds to questions and requests regarding employee benefits and handbook policies. Ascertains and provides new employees with employee identification (ID) numbers for time keeping purposes. Issues employees' numbers to ensure that employees can clock into the system. Informs existing employees of open enrollment in the event they need to make updates and/or changes for insurance and benefits purposes. Assists with processing E-verify and State new-hire reporting. Assists retirees; completes Consolidated Omnibus Budget Reconciliation Act (COBRA) and Retirement Systems of Alabama (RSA) documentation. Assists with KRONOS for accurate timekeeping and with requesting leave and time off. Assists with performing benefits audits.

ESSENTIAL FUNCTION: Department Operations. Performs general administrative and clerical tasks to ensure the effective and efficient operation of the Department and City. Represents the Department and City in a positive and professional manner. Maintains safety training files. Assists with the development, coordination, and execution of employee programs. Maintains confidential files and information. Maintains and updates employee files for full time, part time and inactive employees. Updates and maintains personnel calendar to include all pertinent and important details regarding the department and the City. Attends meetings. Performs other job-related duties as required or assigned.

Computer skills to effectively create documents. Skills in utilizing standard office equipment, including computers and specialized software to accomplish work tasks. Ability to multi-task. Ability to organize files and work projects. Ability to work with little or no supervision. Ability to work independently and exercise judgment to make prudent decisions.
