About the position

Duties
  1. The main duties of the Planning Officer include but are not limited to:
  • Oversee the receiving, tracking, and coordinating of infrastructure-related service and project requests.
  • Manage the intake, review, and validation of service and project requests related to building and municipal services infrastructure to ensure requests are complete, accurate, and within organizational mandate.
  • Establish priorities for service and project requests based on operational requirements, risk, urgency, available resources, and infrastructure needs.
  • Direct and coordinate the flow of requests to the appropriate department for action.
  • Monitor and track requests using departmental systems of record, ensuring timely processing, status updates, and closure.
  • Analyze infrastructure requirements, asset condition information, and maintenance trends to support prioritization and long-term planning.
  • Prepare reports, briefing notes, presentations, and recommendations related to infrastructure planning, asset management, and workload management.
  • Coordinate with clients, stakeholders, project staff, technical authorities, and maintenance personnel to determine infrastructure requirements and service priorities.
  • Support the development and implementation of policies, procedures, and business processes related to work control, service request management, and infrastructure planning.
  1. The main duties of the Contracts Officer include but are not limited to:
  • Supervise and provide direction to a team of Contract Inspectors responsible for overseeing contracted construction, maintenance, repair, and service work related to building and municipal services infrastructure.
  • Plan, coordinate, and manage the delivery of infrastructure requirements through established contract vehicles to support client and operational needs.
  • Develop work requirements, scopes, specifications, cost estimates, and supporting documentation required to facilitate the delivery of contracted work.
  • Coordinate with technical authorities, contract authorities, contractors, and clients to ensure work requirements are clearly defined and executed effectively.
  • Manage the execution of contracted work, including prioritization, scheduling, progress tracking, issue resolution, and acceptance of completed work.
  • Direct contract inspection activities and review inspection findings to ensure work is performed in accordance with technical requirements, contractual obligations, safety requirements, and applicable standards.
  • Manage contract administration activities, including amendments, changes in scope, certification of work completion, payment verification, and contract closeout.
  • Provide advice and recommendations to management on contract delivery strategies, workload priorities, resource requirements, and contractor performance.
  • Prepare reports, briefing notes, correspondence, and recommendations related to the delivery of infrastructure projects, maintenance activities, and contracted services.
