Content Solar Plant Manager

Purpose: Provide overall leadership and single-point accountability for the safe, reliable, compliant and cost-effective operation and maintenance of the Content Solar 20 MWac solar PV plant in Clarendon, Jamaica. Maximize plant availability and energy production while meeting all obligations under the Power Purchase Agreement with JPS, the O&M and related agreements, the Generation Licence and applicable Jamaican law. Serve as Sol Ecolution’s key in-country representative with local government and permitting authorities and the local community. Accountability:  Operations and Maintenance Management Manage and ensure compliance with the O&M Agreement and related agreements, including monitoring the O&M contractor’s performance against contractual obligations and guarantees. Supervise, schedule, manage, and develop the O&M technician team. Develop, manage, and own the Annual Maintenance Plan and Site Operating Plan, and ensure preventive, corrective, and unscheduled maintenance is performed across the plant, substation, and O&M Building. Oversee SCADA-based monitoring, alarm response, and CMMS/work-order management. Troubleshoot and assist in rectifying technical and operational issues. Supervise and manage spare parts acquisition, inventory levels, and inventory control. Review, track, and report production and performance data and key performance indicators (KPIs), including availability, energy output and performance ratio. Maintain accountability for KPI performance, ensuring targets are achieved. Manage and enforce warranty claims with OEMs, suppliers and contractors. Serve as primary operational liaison with JPS. Ensure O&M monthly and annual reports are completed and delivered to stakeholders on time. Coordination of Subcontracted Work Provide single-point accountability for the achievement of reliability, safety, and budget objectives. Scope, tender, contract, supervise, and manage the budget and performance of third-party contractors for specialized work: Thermography campaigns Substation maintenance HSE audits Vegetation management Waste disposal Metal works Repairs Technical specialists (e.g., transformer testing, repowering) Other specialized services as required HSE and Compliance Serve as site HSE lead, managing PPE, safety protocols, and compliance with applicable environmental, health, and safety obligations, in line with Sol Ecolution’s HSE standards. Coordinate with JPS and other stakeholders to prepare HSE and emergency protocols, including the Hurricane Preparedness Plan and others as needed. Day-to-Day Operations Ensure timely and active communication with Sol Ecolution management. Obtain and provide monthly metering data to Sol Ecolution management. Manage all on-site personnel and contractors, including site access and site rules. Prepare the annual O&M budget, and oversee and manage the approved annual O&M budget. Manage and respond to official inquiries from the Office of Utilities Regulation (OUR) in collaboration with Sol Ecolution management. Manage official correspondence with JPS in collaboration with Sol Ecolution management. Ensure contract compliance and observance. Managing Client Relations with JPS Serve as Sol Ecolution’s key in-country contact with JPS. Ensure disciplined, appropriate, and well-coordinated communication with JPS. Participate in or lead project committee meetings as needed (e.g., annual Hurricane Preparedness Plan, maintenance planning). Manage official performance communications in collaboration with Sol Ecolution management. Manage joint scheduling of events related to system testing, commissioning and commercial turnover of facilities such as the substation. Lead the hurricane response and communication plan with JPS. Community, Government and Permitting Authorities Relations Ensure compliance and observance of the Generation Licence and all applicable permits. Assist with managing relations with local authorities and stakeholders, including the Clarendon Parish (Municipal) Council, NEPA, Town & Country Planning Authorities, environmental agencies, the Member of Parliament, Councillors, Citizens Associations, Community Councils, neighbours, the Jamaica Fire Brigade, and others as needed. Perform other related duties aligned with the level and scope of the role as assigned. Requirements:  Bachelor’s degree in Electrical Engineering (preferred) or related engineering discipline; registration as a Professional Engineer in Jamaica is an asset. Minimum ten (10) years of relevant experience in power generation, utility or solar PV operations and maintenance, including at least three (3) years in a supervisory or plant/site management role. Hands-on knowledge of utility-scale PV systems, inverters, MV/HV substations, transformers and protection systems. Experience with SCADA monitoring and CMMS/work-order systems (e.g., GPM SCADA or similar). Proven experience managing O&M contracts, contractors and subcontractors, including tendering, budgeting and performance management. Strong HSE background; recognised safety certification (e.g., NEBOSH, OSHA or equivalent) is preferred. Working knowledge of the Jamaican electricity sector and regulatory framework, including JPS, the OUR, generation licensing, and interconnection and PPA obligations. Experience with hurricane preparedness and emergency response planning is an asset. Familiarity with PV performance analysis tools (e.g., PVsyst) and KPI reporting is a plus. Excellent problem-solving, analytical and troubleshooting skills in an operational context. Exceptionally high level of focus on quality of work and attention to detail. Strong written and verbal communication skills in English. Valid Jamaican driver’s licence.
